菅氏は３月の災害発生の後日本を立ち直らせるのに失敗した。あるいは、舵を失った日本に新たな方向性を与えるのに失敗した。
Mr. Kan failed to galvanize Japan after the disaster in March or point a new direction for this seemingly rudderless nation.
政治評論家の間では野田氏が日本の麻痺した政治状況を乗り越えることができるかどうかについて意見が分かれている。日本では５年間に６人の首相が就任している。
Political analysts are divided on Mr. Noda’s chances of overcoming the political paralysis in Japan, which has gone through six prime ministers in five years.
野田は「国民のために泥をかぶって汗をかくまで働く」と述べた。
“I will stink of mud and work until I sweat on behalf of the people,” he said.

Kan was simply irresponsible for his duty. But Noda worked "blindly" under Kan. The inability of the Kan Cabinet in restoring the affected areas is partly due to inefficiency of its Finance Minister who was Noda.
